I am moving to Europe next year. I need to make sure it works with 240 volts. I will buy another one when I move.

Overclocking: Yes (on the CPU) Maybe (on the RAM)

I play a lot of games, but it will also be used for work.

You do not come out ahead purchasing X79 for your uses. Too much investment for very little payoff in return on performance. Plus a 3770K won't work with an X79 motherboard anyways. Get this instead:

A few things that are unclear to me:
1. You need to buy an OS, yet you have a Windows 8 copy?
2. The monitor must work in Europe?
3. What do you do for work?

Liquid cooling requires fans to cool the radiator. So you'll need fans whether you want to air cool or water cool.
