Win8 Pro and Win7 Pro Laptops, Only Win8 Can See Computers On WiFi Network

I have one Win8 Pro and one Win7 Pro laptop that I just rebuilt in my home. I have a synology server and a Qwest DSL wireless modem acting as my network which is also where I get my internet from. Laptop1 (Win8) was able to map drives to the server (which shows up simply as a computer) but laptop2 (Win7) does not see laptop1 nor synology server. Both laptops CAN get to the internet just fine as they both logged in just fine to the network. Both laptops have file sharing on and both have 'network discovery' turned on.

Thanks for the response!

-> IPv4 for laptop1 = 192.168.0.4(preferred)
-> IPv4 for laptop2 = 192.168.0.5(preferred)
-> In the wifi properties IPv4 and IPv6 are identical in both laptops

-> DHCP Enabled = Yes on both laptops

-> Yes I can ping the IP address (192.168.0.6) from both laptops but I cannot ping the computer/server's name (DISKSTATION) on laptop2 (Win7Pro)

OK so now its no longer working. In fact latpop2 didn't even write anything to the hosts file when I originally did the ping -a
From laptop2 I cannot see the synology server available on my network, cannot ping it, nothing.
laptop1 works fine as always.
DDNS is disabled in my DSL modem.
There is no DNS Host Name in my DSL modem.
The DNS Type in the WAN settings is set to DDNS in my DSL modem.
I can see all computers in the DHCP reservation list in the DSL Modem including latop2.
My Synology server is set to a manual configuration for DNS and is hard coded to 192.168.0.6 so that my ports can forward off of that on the DSL modem.
 
If you have manual configurations for routers, servers or workstations, you need to block them from being available in the cable modem in the IP pool. If you laptop requests and receives the same IP address from the cable modem, it won't connect properly.

I use manual IP configuration for a router and several peripherals on my network, and only allow 192.168.0.101-192.168.0.254 available for automatic IP assignment. I use 192.168.0.1-192.168.0.100 for the peripherals.
