gpu use/voltage/temp spikes

Installed two new Samsung 840 Pro 256gb SSDs today and was able to operate my computer without issue for about two hours or so. Now I'm facing what appear to be GPU usage spikes accompanied by apparent voltage/temperature spikes. I also hear an audible "whine" (coil whine? Although sounds much too high pitch and varied.) during this. The whine itself fluctuates and it appears the pitch of the whine coorelates with the fluctuating useage of my gpu. These spikes occur anywhere from every ~12 seconds to every ~40 seconds, generally in a repeating pattern while idle (desktop, nothing running)

Anyone have the slightest idea what the culprit may be? Is my power supply faulty? My GPU? I have not been able to come upon too much information relating to this in my time of search thus far.

When I uninstall my graphics drivers the problem dissapears, although of course that isn't a workable solution. I also notice during these spikes that my computer seems to become frozen while remaining otherwise responsive, in some aspect. For instance, a web page I'm trying to load won't load, but will after the spike when I refresh it. Or an application I'm in won't register my inputs on a particular button or series of buttons, but after the spike it will. This causes me to question the integrity of my CPU, but if these spikes are not happening when the GPU is not is use, I am unsure.

Have you installed league of legends by any chance? I had the exact same problem recently and it turned out to be pando media booster installed by league of legends. It's a 100% useless program that does nothing but take your internet bandwidth and apparently it now messes with your graphics card. If you have installed league of legends I'm certain that is what it is. Just letting you know because it drove me insane and I know it must be doing the same for you.
