2 problems with case and cpu

Firstly, I was cleaning my Cooler Master Elite 310 Case http://www.newegg.com/Product/Product.aspx?Item=N82E16811119203 and realized that my front panel fan was not spinning or operating. How do I go about fixing this or should I just get a new case?

My second problem, or concern, is that when I check Core Temp or CPU Z, my clock speed and Core voltage for my AMD Phenom II X4 955 BE @ 3.2 spike randomly. Only lasts for a split-second and returns to what it normally is. Temps also increase by 1C when this happens. On average my VID in Core Temp is 1.0250V, but at random times it will increase to 1.4000V and my clock usage jumps from 798MHz to 3000MHz. Is this normal? I always thought my voltages would be stable.

Spammers are getting thick here.

The front bezel of most coolermaster cases comes off, exposing the fan. You can remove and replace it with a new fan for $12US or so. I checked and the CM site no longer has your case manual for download. They do still have the Elite 311, its probably similar enough.

I have used both core temp and CPU-z in the past. IMHO they are usually more trouble than they are worth. If you really want to keep using them, make sure you have the latest build of both. Core temp doesn’t work right unless you are running Admin privs on your login account. If you have a user account and are using coretemp, that might be it.

I use a fan controller with temp probes.
