New SATA hardrive

I recently installed a new SATA hardrive in my acer extensa 4620Z. I have tried the system restore disks, system recovery disks and even the geek squad disks for my OS. I get the status line at the bottom of the screen stating "windows is loading files..." After that I get a green acer screen stating error no partition available. Can anyone tell me what I am doing wrong?
 
New hard drives ship completely blank. A stock Windows disk is able to format a blank volume and subsequently install to it, but perhaps the Acer install disk can't for whatever reason.

Boot from this (burn .iso to disk and boot)

press enter through the startup stuff and when it loads the program, create a new NTFS partition (not ext3 or ext4 or any other option as Windows doesn't recognize those)

Ok, thank you very much for your help. I'm sure I will have more questions as I go along, I really appreciate this. I'm an EOD tech in the Air Force and have been for the last 16 years. I can drive a robot and do all the other crazy stuff but this is a total foreign language to me. My wife wants me to take it in or have someone come do it but I am determined to figure it out. Thanks
