Should their be a huge noise difference between MSI R7770 IGD5 regular and "power edition"??

I recently upgraded two office computers, ordering two MSI R7770 IGD5 graphics cards, one for each. Also, ordered two new Seasonic s12II 520w power supplies for each computer.

When the first pair came, I installed into a computer. No problems. Works great, and quiet as a mouse.

When the second pair came, newegg had sent me a slightly different graphics card, the MSI R7770 IGD5 Power Edition. Installed this card along with the power supply, and this computer sounds like I'm running a ceiling fan on high inside the case.

Taking the side off the case, I pretty sure the video card is the culprit. This "edition" came with two fans, with three different set ups to choose from. I picked the single fan set up, leaving the second fan in the box it came in. In Catalyst, the fan seems to be running at 41-43% when the computer it doing nothing. Right now, the computer is asleep, and its still whirring right along at angry bee speed.

Any thoughts on what I can do? Is this just the nature of this particular "edition"?

Again with msi afterburner, you should try setting up a custom fan profile, it can be done easily in settings, it would be a good idea to set the program to auto start with windows and have it minimize on startup to the profile is activated upon bootup.
