Hello, Tom's, today, I would like to discover why my Computer is Lagging.
Specs:
Sapphire Vapor-x 7970 Ghz Edition 3GB
Phenom ii x4 955 @ Stock Speeds (Overclocking makes it run too hot)
Seagate Barracuda 2 TB 7200 RPM
Ram 1333 MHZ (Unsure of company)
COOLMAX CU series CU-700B 700W

When I am playing games, the GPU stays at about 50 Percent, and I get very low frames. What should I replace, the PSU or CPU? Or is the GPU Broken?

Well, it's an AMD card, did they just put out another bad driver (a quick Google search of their latest drivers may help you answer that)? (I'm not meaning this offensively to anyone, it's just a real possibility.)

cpu bottleneck. you can either overclock or downclock to see if that the real issue. if you downclock and you get worse gpu usage then you know its your cpu. same with overclocking but you want better usage.

also what games are you having problems with.

Ok, thanks guys, the games that it is lagging on are Crysis 3, Tomb Raider, Serious Sam 3, and pretty much anything I try to run. I am considering buying a fx-8350, for, I can not afford a new Motherboard. Is my PSU fine or should I upgrade that aswell?

Your CPU is on the AM3 socket, just make sure the FX-8350 (AM3+) will work in your current motherboard.
A 700W PSU is more than fine. :)
