So I just bought a Gaming computer with a NVIDIA GeForce GTS 250 graphics card and I connected it to my 54" tv with an hdmi cable and it looks perfect except I can't hear sound and when I play black Ops 2 online the map will start flickering back and forth from invisible to visible very fast. Any help on how to fix this would be great

your issue is the gpu being under powered to play the game. the sound on the other hand is a different story. I'm going to take a stab and say you purchased a use gaming system?
the gts 250 has the G92 gpu chip on it and is at least 4 generations old. My old 9800GTX+ in my kids PC has the G92 chip on it, hope this helps give an idea of how old the GPU is.
EDIT: also turn all graphics to low and lower your resolution. that GPU just meats the requirements of the game. this means It can play it but on lowest settings.
