Do I need a gpu for my build?

So I am trying to get my first build to play skyrim. My CPU i5 3450k has a built in intel hd 4000 gpu which I've heard is capable of running skyrim at low to medium settings. I don't want to go over $700 and my current build with a sapphire 7870 xt puts it up to $790. Do I really need a gpu now since my CPU can run skyrim? That way I can save up and get a 7950 in a few months. As long as I can play skyrim at 30 fps on low to medium that's good for now. Or should I get a weaker gpu just to for better performance until I can get a super good one?

I think you could wait it brother plays it on his laptop which only has a second gen i3 and intel HD 3000 and it runs surprisingly well.
