USB 3.0 not working. 2.0 is.

Basically, I have a single panel on the front of my computer that has two 3.0 USB slots and two 2.0 USB slots. Their both on the same panel so I know that it's getting power by the USB 2.0 reading and accepting my flash drive. However, my 3.0 doesn't recognize, power, or otherwise change at all when plugged into, with any item. I'm just wondering if there is an item I can plug into it that would tell me flat out it the ports work, and if not what I cold do to fix them.

*UPDATE*
I have working USB 3.0 on the back of my computer. It's the front ones that do not work.
 
usb 3.0 isn't natively supported in most bios or windows versions... so plugging devices into it like keyboards and mice generally results in that device not working up until you instal the proper drivers in windows... and then those devices still won't work prior to windows startup.
