GTX 670 not full screen.

I just build a new computer. When I first booted it up my screen had black frame around my monitor. I downloaded drivers for my graphics card and after installing them my screen was normal. It fit my monitor and looked great. Somehow down the road my computer just froze up and upon rebooting my screen shrunk back down and I dont know how to get it back to normal.

This is the block I am talking about.

When I try and open the NVidia Control Panel I get this message.

I am connected from my monitor into the graphics card by hdmi. Any help would be greatly appreciated.

Monitor = BenQ XL2420T
Graphics Card = GTX 670
Motherboard = ASROCK Z77 Extreme6

If you need anymore information just let me know. Again thanks for any information you can give.

Sorry about that, got caught up in this boston thing again. Ridiculous they havent found him yet.. I still havent been able to get into the settings. Going to just keep trying older drivers till one works or I run out of them. The monitor display settings are grey'd out so I cant change them, everything else I can access though.
