Solution

Thanks for your reply.
1) It is a Seagate 9ZQ2N1-500 1 TB drive. I am not sure about BIOS / POST.
2) The drive is not detected in either Windows or Mac.

Even the LEDs on the base do not glow. I checked the power cord which correctly gives 12V output. The base LEDs light up when the drive is NOT attached to it. My only presumption is that there might have been a voltage surge as I do not have a voltage stabilizer.
suggest go to a pc technician. he can help you but it will be costly.

about recovering the data,
1) is the drive in question seen in the BIOS/POST?
2)does windows see the drive in explorer, device manager and disk manager?

if yes read here:http://www.tomshardware.com/forum/id-1644496/lost-data-recovery.html

The drive is not detected in either Windows or Mac. I can't even feel it spinning.

Even the LEDs on the base do not glow with the drive attached to it. I checked the power cord which correctly gives 12V output. The base LED lights up when the drive is NOT attached to it.

check in disk management if the disk is not really seen , right click my computer>manage>disk management . check there to see if you drive is not really seen. maybe explorer is the only one that can't see the drive.

in the BIOS/POST when you turn on or restarted the pc, you should see something like hit f2 or delete to enter BIOS.
here this youtube video might help to check in the bios :http://www.youtube.com/watch?v=eULEtVZkGDc
