cpu overheating but fans are spinning

My computer has been shutting down from overheating recently so I cleaned out the fan. It is still doing it so I checked my bios settings and it says:
Processor fan speed 3600
rear fan 2760
processor temp 78 c
internal temp 39 c
remote temp 38 c

I also downloaded crystal disk info to check the status of my harddrive and it reads it as caution. 33 c

Here is way to do a quick check to make sure that your HSF (heatsink/fan) is seated well if you are using the Intel® stock HSF. Reach into the case and grab each of the twist clips and put straight up. If you can pull any of them up then they were not seated well and this may lead to some heating issues. Whenever you remove your HSF you always want to clean it and reapply fresh thermalpaste.
