AMD Graphic Issue? Unsolvabled

I need help fixing this graphic issue and nothing I have tried has fixed it.

I have tested 3 different machines with 3 different displays and they all have this graphic issue showing up in multiple games.

Displays:
ViewSonic VX2450
ASUS VS238H-P
TV

Machine 1
Lenovo Home Desktop (onboard intel graphics)

So could this be an Intel / AMD compatability issue? Going to try a Nvidia card later today.

In other games seems to show up in well light areas / clouds / looking into the sky or light / shadows.

13.1 is really bad. They are working for a number of fixes before the next driver release hence why its already 3 months since their last release. The beta driver works pretty well but I lost HDMI audio with it so I'm just sitting and waiting impatiently for the next release.

I could be wrong but I don't see anything in that picture that is a problem.

What I do THINK I see is a developer who used a deeper shade of brown to add depth to an otherwise static background. Maybe you are seeing the picture differently than I am, but it would be hard for me to believe all three of your monitors mysteriously started having issues all at once.

I very well could be and probably am wrong. I am looking at the picture from about seven feet away on a 46 inch LCD TV.

What are you all using HDMI, VGA, DVI, etc?

I am using DVI atm, and the left side of the screen looks like a canyon of terrible textures. I see some many colors, mostly brown, but also purple, blue, grey, and green. Looks like an 8-bit gradient, and severe case of color banding. I tried different AMD drivers as well, and this issue occurs in all of those drivers as well.

Other games I have noticed this happening in:
Minecraft
Bioshock Infinite
BRINK
Torchlight 2

I tried a bunch of different video settings in all the games and none of them fixed the issue. I also tried my onboard video (Intel HD 4000), a nividia GTX 650 and the problem still persists. Either all my monitors are defective, or there is a common software or driver issue going on. All of the computers I am using are Intel CPUs, but I know other people who are using Intel that don't have this issue.

I am using an Intel 3570k and Intel G860, with a Asrock Z77 Extreme4 and Asrock P67 Extreme3, also tried a Biostar TZ77EX3 as well.

Notice this problem in other games as well now:
Guild Wars 2
Battlefield 3

Anyone have any other ideas that could be causing color banding / texture problems.

Well I know people who are playing the same game and it doesn't show up while they are playing, but if I show them the screen shot, they can see it, so I don't think its suppose to be happening. I guess I am just going to have to keep trying different settings and drivers until somehow it is fixed. Also other games I played before my new build I never noticed the textures getting messed up on in game loading screens, and now that happens all the time too.
