Graphic card automatic management

Is there any motherboard that automatically turns off graphics card, when the pc does not need it, using only the processor or motherboard integrated graphics for common tasks ( like internet, office, etc ...), to save energy, and reconnecting again the graphics card automatically, only when the computer requires it ( playing a demanding game, for example) ? Does the LucidLogix Virtu MVP function makes this kind of management ? Or is there another possibility ?

I asked this, because I intend to build a new desktop to replace an older one, who is no more capable of running StudioMax 3d, Photoshop and some newer games. But because electricity is very expensive in Portugal, I decided to search and to find the best energetic solution, that could also allow me to play the current games. And I found the solution here:

I think it's fabulous. However, it does not includes a good graphics card. That's why I made the initial question about the graphics card. Because we must admit that one Desktop that consumes less than one Laptop, with equal power and more configurable ... well, it's a good deal, no?
I'm not an overclocking fan, so in this configuration, I just would exchange the processor by an I5-3470T that has turbo and lower TDP. And of course, I would add an graphics card. What's your opinion about this low power solution ?
