In most games, the GTX650Ti Boost will slightly outperform the HD7850. There are likely some exceptions though, so check benchmarks in case any of your preferred games are among them. For certain types of non-gaming workloads (if this is at all relevant), however, the HD7850 will actually be significantly stronger (e.g. bitmining).
If you're just asking in general terms though, limited to games, then yeah GTX650Ti Boost.

I'd say gtx650 ti boost but I would think about giving it a week or two b/c The 7850 2gs should lower in price and come with games that are a must buy. So value might be there.

Best to avoid 1GB cards at this time. An alternative would be the GTX 660, which will cost maybe $10-$20 more, but comes with a free copy of Metro: Last Light.

The value of free games is a good point. Even if the GTX650Ti Boost offers slightly better performance, it's not the kind of difference that would provoke buyer's remorse. If you planned to buy those games anyway though, the cost savings could be significant.
