Spy bot permission window continously pops up

Whenever I go to the desktop on my computer I get a window asking if I want to allow the following program(Spybot) to make changes to this computer. regardless of my choice, yes, no, x, Change when these notifications appear, the box will reappear within two seconds withoug me having a chance to do anything, if I alt-ctrl-del and start task manager the window still pops up and I cannot access task manager to kill it. It does not seem to pop up on the "tile" screen, but when I open task manager it opens the desktop immediately and the permission window pops up.
