DVD drive not reading formatted?

So I think this problem stems from something I did last week. I was installing a new SSD, and when I was formatting an old hard drive, I think I may have formatted the disk drive somehow. I did it under the administrator tools, but I may have converted my DVD drives to NTFS thinking that they were the hard drives. I will post the parts of my build after this. Perhaps I have the sata cables plugged into the wrong ports on my motherboard? I went to install a game, but when I put the disc in nothing happened. Thank you for any help you can provide.

I was just checking the drives and it seems I have this error "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)." I hope for help soon. I don't know how to just reinstall the device. I know how to take it out and put it back in, but I don't know how to fix the drivers and stuff.
