internet throttling and reporting it?

a previous thread in here made me curious about internet throttling. i ran diffprobe or shaper probe whichever its called and got these results. i am curently on comcast and pay for 20 down and 3 up.

Downstream: 22989 Kbps.

Upstream: Burst size: 4926-4988 KB;
Shaping rate: 2109 Kbps.

Downstream: Burst size: 9691-10051 KB;
Shaping rate: 15904 Kbps.



now obviously the shaping rates do not match what i am paying for. is this test lagit and if so how do i go about reporting it and or getting it fixed.

You need to go back and read your contract. They likely promise you nothing. It likely say you can get a maximum of 20m which you do you can actually get 22m. Unless you pay for what is called committed rate everything is goes back to best effort. Some do not even promise a minimum rate.

This is just like the scam a lot of the cable companies have with their "turbo" option that allows you to download faster for small files but then slows down. This is really used to cause the test site to report higher speed since they test only for a short time
