I need the other pc dedicated to other tasks. I found that part of it there are some good KVM switches for cheap. Also I need to note that the video card in any build needs to have an RGB output.

Not int this case I don't believe because the current pc while perfectly competent for what it does doesnt have much in the way of resources left and has older on board video that even games from the early 2000's will not run on. The motherboard has no expansion slots either.
 
Then build a stronger one now. For a little more, I'm sure this one is capable of VMing your old one. And if the old one is as you say it is, then a VM should handle it. You'll just waste more money paying the electric bills to keep both running at the same time.

Ok point taken, however I would like to have a small gaming box to that can easily be taken with me should the need arise lets just forget about the whole KVM bit and focus on a small quiet gaming box. Really just looking for enclosures and APU vs. <$70 discrete card with cheap processor.

That's a great build thank you! It's very close to parts I was considering, however would there be a smaller case since no optical drive is required? I have a external one and all the content I plan on having on it will be digital.
