HELP! When i turn PSU on, fans & LEDs turn on & off on their own, no beeps no nothing

Okkk... sooo...

Unhooked n transported my custom rig back to my house. Was just working great. Left it outside in my secure, dry, shed overnite cuz it smelled like aunts house like horses n shit... night wasn't wet or overly cold or hott or anything. Went n got it n proceeded to hook it up in my room... nothing happened... no power supply light or mobo light or anything. I tried unhooking and reseating everything to no avail... went to send my mobo out cuz it happened once before n evga sent me a new one, bang, fixed my issue... this time however evga said my mobo serial wasn't in their system nor was my name or info which they said def would be (implying I was lying) if they indeed sent me a new mobo b4... newaysss... so I end up buying a new Intel DP35DP mobo to fit both my zenith silver series 4x 1gig sdram sticks and my intel core 2 quad core proc. I also bought a new rosewill bronze series 80 plus bronze rbr1000 watt psu... thinking I'd be all set... nope... I have hoursss into trying to get my computer up n running again and its been over a year since I've been able to use it.. I'm having serious gaming withdrawals ppl! =(...
When I turn on my PSU, fans n LEDs come on, but then they all flicker/go off after a couple seconds. I made sure errythin is hooked up n seated properly, I swapped out gfx card for a working one also FYI... both PCI express. I made sure no shorts under mobo due to seating issues/extra plugs. I unplugged everything sept 24 pin n 4 pin mobo power plugs. I tried taking out vid card n all ram n got the 3 long beeps, reseated them n now get no beeps just a black screen, no HDD activity light, hear no bios beep, HDD feels to be vibrating n spinning when I hold it in hand. Even tried hooking up diff HDD to no avail... that's everything I can think of... please help! I live in Boston n I'm trying to get online n keep myself up go date n informed with all this crazy shit going on. But can't sept by using my slow ass droid RAZR m fone =( PLEASE HELP!

Edit: Derp. You did buy a new PSU. I'm thinking your CPU may be toast then. Someone with more knowledge may have an answer, but that's mine.

the problem definitely sounds like short circuit though.
do you have a substitute psu?

and instead of hooking up different stuffs, did u tried running with the most minimal hardware? try cpu, heatsink+fan, graphics card .... and disconnect everything else from power including drives, case fans, etc.

Could be a screw under the mb or the mb is shorting to the case. I would pull the mb an try and post it on a table. Also check that the CPU heat sink and CPU are still locked into the CPU slot. A lot of times large heat sinks can pull a CPU up slightly where the pins don't all contact the mb slot.

okay so I only have one stick of RAM in and my video card in and my CPU and heatsync/fan in and i removed the battery and reset the CMOS and shorted using the two pins my power on and it seems to be staying on steady now at least and I can power on and off by shorting, but still no bios or beeps or anything... helllppp lol

Just tried a diff power supply... all powers up, but no bios just black screen... fml

Wowww... fixed it! Woohoo! ... threw back in my old evga mobo... it was the front USB wire causing a faulty connection when I hooked it up to my mobo.... after all that hard work! >.<
