The 660 TI is your best bang for the buck IMO. It's just under the 670 and far cheaper.

You can get a "used like new" 670 on Amazon for ~350.

A 7970 would be more expensive than any of the options above, and would perform only slightly better than a 670.

GTA4 is heavily CPU dependent. Unless you have an overclocked i5/i7 or FX8xxx CPU those FPS will not happen even with a pair of Titans on a lower end CPU.

My system is an FX8350 @ 4.7Ghz, 16GB ram and a 7870XT @ 1200Mhz core / 1600Mhz memory and I can pull 65FPS in GTA4 with everything at max settings and at 1080p running the benchmark. The same system with a Phenom X4 965 @ 4.33Ghz was only able to pull 31 FPS.
