Problem with locust sound on MSI 660ti PE fans

Ive gone through 2 models RMA'd the first because it was so annoying. This one is quieter but it still exists. I ve narrowed it down to the fans on the card and the noise increases with fan speed, and alot of times is noisier than the fan itself. (I know what fans sounds like I have 12 in the case). Its an abnormal locust sound or hissing. I was thinking about replacing it with an all in one water cooler. I dont want to have to do any modifications . or jank it up with zip ties. Any suggestions?

Yup, im using auto... even when the fans are idling you can hear the noise.
 
Sounds like coil wine from a capacitor. Google it, there are some 'solutions' but for the most part some graphics cards have a bad history with this noise.

I had a 9600gt back in the day which did this and would become extremely noisy when FPS would shoot up, try putting vsync on in game to reduce the noise a little.

It's directly related to the speed of the fan but it doesnt correlate to fan speed. after like 70% the fan sounds regular but its loud.... its loudest for me 40-50% fan speed the hiss / locust sound is louder the the fan sound. It is not coil whine
