Question on 3570k P8Z77-V OC'ing

I have a NH-D14 mounted on 3570k with an Asus P8Z77-V with 8GB of Kingston HyperX Genesis RAM (KHX1600C9D3K2/8GX)

So far after many hours of research, I understood that to overclock the 3570k you only had to increase the multiplier (of the turbo) because we couldn't touch the BLCK frequency. I am aiming for a 4.8ghz speed, so I set my multiplier to 48, vcore to 1.29v, ram timings 9-9-9-27 @ 1.65v. CPU spectrum spread is disabled, and I disabled the C1E as well. In the Digi+ Power Management, I set LLC to 75%.

After all that, I reboot, and I get into windows, temps on load with Prime95 small FFT's I cap off at around 67C, which is a decent temp to be at right? My only concern, is that when I use Realtemp, CPUZ, or anything else to monitor the cpu frequency, it's at 3.4ghz, 100x34, etc. I understand that turbo boost is active when only 1, 2, or 3 cores are at full load, but is this normal? I've seen other screenshots of 3570k's with the frequency shown at 4.xghz and so on, why isn't mine? Even if I do a Prime 95 test with less than 4 workers active, no difference.
