Boot your system into safe mode and see if the task manager launches. If it does then your computer probably has a virus or malware infection.

Many viruses and malware writers damage the task manager to prevent users from being able to easily terminate their software.

If it doesn't launch in safe mode, then you probably just have some corrupt files. Open a command shell as administrator and run the command "SFC[space]/scannow" use the space bar don't type [space] :)

The system file checker should restore any damaged or corrupted files with a backup copy. After this completes run a check disk and make sure to check the "Automatically fix file system errors" checkbox before starting.
