why do certain games throttle my Titan so much?

I have gpuz pics for various games/programs. some show the correct value matching my overclock (which is 1136MHz) while others show figures down in the 600's.

What is causing this and is there a way for me to make those games not do it?
I also am curious as to why the same game (swtor which is the only one I took two shots of) fluctuates.

 
Maybe it doesn't need to throttle up. Are you games lagging or playing like crap? If not, don't worry about numbers or graphs and enjoy your $1000 video card instead of worry about stuff. Looking at usage in your graph, its only 21-50% at 600-700mhz, so why would it need to bump up to 1100 if it can handle the game with only 20% of it's usage@700mhz.

its more about understanding why it happens. In swtor the fleet pic was 45fps, the cantina was 110fps. I want to see steady 90fps+, and so why would it drop me down in some areas to such a low fps when its hardly working?
on fleet its working 50% and giving 45fps, in the cantina on hoth its 21% and giving 110 fps, this doesn't make sense.

3570k, oc'd to 4.5GHz

and when I go to the nightmare lands , an area that used to give my previous system complete hell, I get 100+fps, settings are all the way maxed.
