update dell 545 graphics card for sims 3

I play the Sims 3 on medium settings with my ATI 3450 card that came with my dell 545 desktop. I play the game on medium settings and would like to update to the highest settings possible. Which card will help me do that? I have a 300 watt psu and would prefer to not update it unless absolutely necessary.
Here are some specs: Intel Core 2 Quad CPU Q8200 @ 2.33GHz 8GB 64 bit Windows Vista. My monitor is a 1024 x 768.
Let me know if you need more info. I don't know alot about computers so bare with me. Also, is it hard to install a card for a beginner? or should I hire someone to do it?

Its not too bad. I just installed one about an hour ago.
Basically you:
Open the case
Take out the placeholder panel
Make sure the PCI-E latch is unlatched
Insert the card straight down making sure it is seated completely
Lock the PCI-E latch
Tighten down the backbracket

There are resources online that explain it better. May seem like alot of steps but it doesn't take that much work really.
