When is the appropriate time to reboot a company's router/gateway?

If one workstation cannot surf the internet, I think It would not be a good time to do? Because it would destroy all sessions from other workstations( if someone is downloading things) But in case a workstation is really upset on surfing the internet, and I have run out of methods, how can be done? Can I release the cache for a specific workstation from the router?

don't think workstations get upset.. people get upset.
So you not said what sort of issue? if it a port that has got confused.. can you put them on another port?
You can think of things like that.
If you cant.. you need decide the business criticality.. is the "upset" person required to "surf the internet" to do their job? if not.. they need wait. If they do.. you need balance (as you look like you are doing) to balance the need of the one.. with the potential (work) impact on many. You may need document this.. when you will.. and when you wont.. so everyone know what to expect.
You may also consider if you need do preventative maintenance .. i.e. schedule out of hours restart of the router which means it less liklely to fail during the...

Do you have more than one Gateway?

We have two where I work so we can load balance. So what I would do is take the person off of DHCP for the time being and manually set them to use my other gateway and static IP, to get them up and running until an after hours reboot can be scheduled.

This pre-suposes that you have more than one gateway and static IPs reserved that you can use.

Not sure if it helps.
