You'll probably want to inspect the 6/8 pin PCI-e power connectors to make sure they're not covered in soot or the connectors look too wide to make a snug contact on pins. Though that might be difficult to just eyeball.

It probably more depends on what card you're planning on putting in there. If it's another 200watt card like the 6950, it's probably more questionable.

likely there wasn't good contact on some of the 12 connectors on the 2 6pin pci-e connectors and it was putting too much current through less of the wires to get the needed amount or causing arching and possibly short circuits.

I've had similar charring on a TEC controller board.

If they were fully inserted, I'd blame the power supply cables or any adapters you may be using - and the card design for not having over-current-protection.

I got to agree with the over-current-protection poor design =\, ill see if cyberpower can give me a warranty on it since its not been a year yet
