Broken PSU or just old GPUs??

Ive been running this rig for about a year now and Ive been able to play game at max settings. Untill this Monday anyway. Ever since then Ive been getting <30FPS even at the lowest settings. Like most people I immediately thought it was my GPUs but from the research Ive done it seems that most of the problems came from a broken PSU. Is there a way to test out either components without buying a PSU tester or getting another computer and checking my GPUs??

AMD Phenom II
990XA-UD3
16gb RAM
2T HDD
500Gb Hybrid-Drive
Gigabyte 550ti
Asus 550ti
XFX 750w Modular
 
Start with the simple stuff. Make sure your mb bios is up to date on bug fixes and you have the newest amd chipset drivers installed for your mb.could be a damaged chipset driver.download CPU-Z have it try and read both gpu info and pci bus speed and mode. If card walked or there dirty I seen the pci bus mode and speed drop to 1x mode. As you have the cards sli one of them may have gone bad or the sli bridge. Try running one of them at a time and see if the error follows one of them. Most times in sli mode on of the cards fans go bad and it screws up the sli set up.
 
A few ideas:
Check temps using HW-Monitor. Check for dust buildup in GPU & CPU fans. Clogged fans -> excess heat -> CPU/GPU throttling -> bad performance.
Malware? Use your task manager to check CPU usage is practically nil when you're not doing anything.

Ive done a clean install of all the MOBO and GPU drivers ------ still crappy FPS
Ive ran a full system scan with notron 360 found some problems, fixed it ----- still crappy FPS
I installed CPU-Z and everything checks out fine... Gonna try the GPUs one at a time now...

Sorry it took forever to update... been swamped at work with the summer rush and all.... I took out one of the 550s an re installed the drives and my FPS went up by 5~10. I did the same with the other 550 and got the same result.... I tested the FPS by using fraps in a League of Legends ARAM game cuz I know they can be stressful with every ones spells going off at the same time.... Im 90% sure that its the GPU but Id like a second opinion... Thanks
