I have a Biostar N68S3B MoBo with AMD Sempron 145 CPU. I was trying to overclock CPU by increasing BUS speed(freq.). I set it to 227MHz and it worked but I wasn't able to go above it because I didn't had any option to increase voltage. So in this method, maximum I could achieve was around ~ 3.18 GHz

Today what I lowered multiplier from x14 to x13 and I was able to go ~255 or till 3.3 GHz and 3.4Ghz when Multiplier was set to 12.5 with voltage as same as earlier.

So my question is How is this possible because in both of the methods CPU voltage was same but in former one I was not able to go beyond 3.18 because of voltage while in latter I reached till 3.4 ?

Typically higher multipliers require more CPU voltage. by increasing bus speed you switched some of the load to the chipset. This is not the case in all scenarios ( how your chip overclocks holds weight as well )
 
I can not explain detail about it but hope to be a little help, most CPUs that can support votage possessed with a higher clock than the default. such as Sempron 145 2.8 with 1.35v default. with vcore 1.35v can get at 3.7 or more and depend other hardware and setting.

Sempron can actually use 14x but depending on the motherboard used. because your mobo is low end, only 4phase ,ussulay will be enough ... minimum 4+1 plus put directory fan at VRM. that cause unstable at 14x .. this need drop multi but don't too much if your RAM not strong.

bottom line .. overclock the CPU non BE with minimum spec, then that should be done is to lower the multiplier and you will get a high FSB. with a note if you raise the FSB, then consider the DRAM frequency, in this case you have to lower ratio or up voltage RAM if necessary, depending BSOD message: D

That's the problem, I can't overclock CPU without increasing BUS, infact the only thing which I can do is to increase BUS speed since multipliers are not unlocked and x14 is the highest but it is the default speed i.e. 2.8GHz

Well, I was able to reach 3.5GHz(and I am sure I can go above it) with same MoBo but heating is a problem for me. And you know India, the temp here is very humid and high :D
What does "connect fan directly with chipset" mean ?
