Low FPS in Far Cry 3 on low settings

SYSTEM SPECS:

i3-3220 @ 3.3GHz
GeForce GTX 660 w/ 2GB GDDR5
Asus P8B75-M/CSM mobo
8GB G.Skill Ripjaws X

I get around 40 FPS in Far Cry 3 with the settings on optimal. I only get around 50 fps on the LOADING SCREENS and the menu, with V-Sync off....(which I find extremely weird).

I know I shouldn't be maxing it out on ultra or anything, but I think I should at least get 60 FPS when its on optimal settings....

Oh, by the way, the optimal settings are:
textures: low

everything else is set to medium.

I hope there is some way to help fix this!

lol even 2x gtx 660 cannot max out crysis 3.

turn off shadows,motion blur,AA and set to med-high settings

Somehow, when I restarted the computer it fixed it. I now get 55-60 fps in High.

Did you just install new drivers? Even though the drivers don't ask you to reboot, I found that after installing new drivers, games ran awful until I rebooted.
