i7 3770k CPU usage jumps randomly causing whole computer stutter

I recently built this computer, http://pcpartpicker.com/user/Shiftymnm/saved/1sP1, and everything has been fine until recently. This stuttering issue has happened a handful of times, with increasing occurrence recently. I run Core Temp and watch my core usage when this starts to happen. All 4 cores start to jump up and down excessively going from 1% to 40% and everything in between. Usually this stuttering will eventually stop but there is no telling when it will happen.

Something else weird is that when this happens my computer disconnects from the internet until the stuttering stops. During this stuttering, my whole computer lags. Everything from the sound going kinda robot-like to my mouse not moving smoothly. I check the windows task manager during the stuttering and nothing seems abnormal. I also ran a whole computer scan and no viruses were detected. Has anyone experienced something similar to this? Any advice is appreciated.

Yea I don't think it is the PSU. I just got a new one. Could it be the CPU itself? Like a bent pin or something like that? I don't think I messed anything up while installing but it is not out of the realm of possibility.

My event viewer shows 7 total errors in last 24 hours and 61 total errors in last 7 days. Is that a lot? Should there be 0 errors normally? For the last 24 hours, 2 errors in WMI (my window management program), 2 errors in DHcp-Client, and 3 from Microsoft Antimalware.
