farcry 3 not using full core clock

hi i have a gtx 660 SC and i run far cry 3 at ultra wid no msaa and i whenever i see the core clock in osd it always says 1045 even though i have a modded bios and my voltage is unlocked and my card can go upto 1201 but far cry3 is using so less of it what can i do to fix this issue?

card stays under 65 at all time power limit 170%

its already at maximum power and my cpu is a amd fx 6300 and i have a cx500w power supply could that be it\?

Oh yeah, that's probably it. I bet your GPU usage is well below 99% as well.

so if the gpu load is less than 99% the gpu throttles down?

No, it's that the 660 won't boost if it's not under enough load.

yes thats the problem cuz i just ran nvidia hair demo and it was using 99% of the gpu and my core clock was 1254mhz and my mem was 3105 :)
