2/2 Defected Case fans

One of my case fan is not spinning at all. It's been like this for around 2 years. No major problems from what I've seen so far at least based upon my nooby computer knowledge :D. I have a new problem with the other case fan. This case fan makes weird crackling noises, it's been like this for about a month now. However I noticed these crackling sounds to become a bit more frequent as days/weeks go by. I don't know too much about computers, but I feel like it's high time that I should fix both case fans asap.

What can I do for both of my case fans to be performing as they should be?

Dust is a big problem, usually ball-bearing fans become unstable, they spin irregularly if dust or grime is on the fins, making whirring noises or if dust is in the bearings, the noise is more squealy. Case fans should be connected to FAN1, FAN2 etx rather than through a molex connector. If you use molex connectors and they are coupled with other devices, that could affect the performance of the fans. If your PSU is somewhat lacking, there might not be adequate power for the extra fans.
