Asrock z77 extreme 4
Intel i5 3550
Gigabyte 7870
8gb corsair vengeance

I sometime turn it on and it stays on the asrock splash screen. All i do is just press the restart button and then it works fine. This only halls sometimes. 1 out of every 10 times a try to turn it on.

Do I have a bad motherboard?

It could be the mobo or it also could be your keyboard giving off phantom signals. You should only go into BIOS upon pressing F2 or the Del keys. I suggest trying to swap out keyboards first.

I dont go to the bios itself, it gets stuck on the splash screen where it shows the asrock logo, and gives me the option to go to the bios. It does this sometimes, not a lot though.

It could be BIOS instability. I would try to get a tech from ASRock (although I know how hard they are to contact and get answers from) and ask about this. You might be able to cure this by a flash of your BIOS, or you may need an RMA. But if the problem is intermittent, I would first decide if it is worth the trouble (i.e. could I live with the inconvenience of having to reboot occasionally).

This doesnt even bother me. I just dont want this to be like a hardware issue. I also wabt to know if this will damage other components if i leave it like this.

It does not appear to be a significant problem. I doubt that it will have any effect on other components.
