WiFi Issue Win XP/7/8

I am helping a friend who had windows 7 on his laptop and everything Wireless Networking worked perfect. He uses his cell phones mobile hotspot as his primary internet. He got a copy of Win 8 through school and decided to use it. After the instal he could no longer connect to the phone hotspot. He then went back to Win XP as he missed placed his Win 7 disc. Same issue happening. Can see all SSIDs but will not connect. I brought over a liveUSB of Ubuntu and WiFi worked perectly. We found his Win 7 disc and reinstalled however the computer will only connect to routers and still will not connect to my hotspot. I know my hotspot is fine as I connect everything else to. I have uninstalled and reinstalled the OS, drivers, hardware and the device will work fine with Linux but not Windows of any flavor (since trying Windows 8). Please help

It is not my laptop. I connected it to one of my neighbors open wifi connections to test it but wont connect to my phone hotspot which is my home internet.

Usb tethering works fine but defeats the purpose of wireless.

Both my phone hotspot and my neighbors router are both set to open security.

The only settings are what channel and what type of encryption. It also worked as is before trying Windows 8. Just stumped why the issue all of a sudden.

I thought the same thing at first that's why all my tests are on open security. I have a 4 tablets, 1 pc, 1 wd live and another smartphone that connects to my HotSpot fine on open security.
The laptop I am having the issue with used to connect to my HotSpot until he tried Windows 8. Only then did it stop connecting to the phone hotspot. But if I boot into Linux on the laptop or connects fine. There seems to be a Windows issue.
