This solution requires uninstalling TCP/IP which as far as I can tell you can't do in Windows 8. Anyway I've the same problem and can't find a solution that actually works for this.

I have Avast but I also tried with avast disabled. I bought a cheap wireless router today and it solved the issue anyway.
