Infinite boot loop..

So I have a windows 7 computer( custom made). When it boots, it reaches the point where it should ask for the password, but instead only a black screen and the mouse show and then it abruptly restarts( same in safe mode). Also there is no BSOD. This happened last night too, so I reinstalled windows. After the reinstall it booted fine, but this morning again the problem resurfaced. It is stuck in an infinite boot loop. I must add another point. When this problem initially showed up last night, I was able to boot into safe mode, and in the regular boot mode a BSOD was showing. But now both are not happening. Also I didn't install any new hardware. Another point, this problem showed up again this morning after I accidentally banged the CPU with my foot. I thought it was because of the expansion cards so I removed the wi fi card and the graphics card, but still the problem persists. I don't want to reinstall windows, it is the last resort. My computer's specs are: intel e7400 CPU, radeon HD4850 with catalyst 13.3 installed, d link n150 wi fi card, 2 seagate barracuda HDDs. I am a computer geek myself and this has totally baffled me. Let's see if someone here can solve this. Thanks for reading.
Edit: the safe mode drivers stop loading at disk.sys, if that's relevant.

I did not record what the BSOD said. I installed the catalyst 13.3 beta drivers recently, but it worked perfectly since I installed it( about 1 week back). And I reinstalled those drivers after the windows reinstall, so could be a driver issue. But I want to be able to boot into safe mode at least, for which I need you guys' help!

The safe mode boot stops at disk.sys, then the black screen with the mouse shows then computer restarts. Does that mean the hdd is the problem?

Well I do have 2 HDDs, but I'll have to install windows in the second one which I can't do right now as my DVD writer is dead. Are you sure it's the hdd? Seeing as you are a storage veteran, can it be repaired manually, or through some software? I really don't want to lose the 500 gb of data in it! It's a seagate barracuda st3500418as 7200.12 500 gb hard drive

Ah I remember another thing. First time this problem came up, it happened after the CPU was forcibly closed from the mains. The second time we had a power fluctuation, the cpu shut down, and then this problem came up again. Could it be a problem with the psu?
 
Knowing what the BSOD said would help a lot. A power surge could possibly wreck a psu or mobo. I really do think it is an hdd problem. You don't have to format the drive to install windows. I recently installed windows on a drive that had stuff on it and didn't lose a thing. As long as you have enough free space you shouldn't lose any data. That said, if anything is truly important to you back it up somehow first.

I corrected the error by booting from a Ubuntu live CD and following the steps from the following article: http://www.makeuseof.com/tag/fix-windows-7-infinite-reboot-loop/ . I replaced some registry files from its backup and windows booted up normally. Though I still don't know what the problem was. Thanks for helping.
