Thousands. You're asking the wrong people. If you want to make a game based on an engine, go ask the producer of that engine. It also wouldn't hurt to ask the company that owns them.

If you're asking, you almost certainly can't afford it.

Make a game. Give it to some of your friends (legal non-commercial use). See what happens.

Making a viable game is a lot harder than you may think. Making something to sell is levels above that.

Create a game. Can be something short. Release it as freeware. See what kind of reaction you get.

Now make a full game. Have the first part be a playable demo, again released as freeware.

If I like it enough, I will pay you $10 for the full game. Convince another 200,000 people to do the same, and you'll have made your licensing investment back.
