BSOD... could it be BAD PSU?

The BSOD occures at completely random times. But after furthur observation i realized it was happening when the pc was "cold". Usually after i switch it on after a long time. say 7 hrs. It first doesnt start for about 10 minutes (the screen doesnt open) but the power n fan runs . And if it does start it shows bsod. Or if there is a little bit of dust in the cabinet (The amount of dust is very insignificant i believe). I dust it off once and the comp starts working perfectly. there was hardly any dust in the fan. only on the surface of the graphic card and mtherboard.

It existed on my previous os (Windows 7) and wen i formatted and reinstalled windows 8 too.

Occures even when i run application with high processor usage (like video converters).

A PATHETIC PSU called "Mercury"came along with the cheapass cabinet.
Phenom 2 x4 (3000MHz)
ATI 5450
4 GB RAM 1333

Could motherboard be the cause?
