DDR3 ram stuck at 1400mhz

Hello!
I have a stick of 8gb HyperX blu 1600mhz ram. The problem is that, even in bios, i cant get past 700mhz, per channel, for a total of 1400mhz. Also, my timings dont stick. Right now im set at 9-9-9-24, i set in the bios 8-8-8-24.

My Setup:
AMD Phenom ii x4 965 OC'ed to 4Ghz
Kingston HyperX blu 1600mhz 8gb
Nvidia GTX 650
Gigabyte 970A-DS3

Sometimes the motherboard displays the memory at about half of the rated speed. So if it's 700mhz then it's probably (2x700=1400, rounding to closest memory speed) 1333mhz.

i understand that. i know that 700 is half of the frequency is its double data rate(700 * 2), my problem is that the ram is rated at 1600mhz, 800mhz per channel(800 * 2). for the life of me i cant get it there.

I think you have to do some change the ratio of the memory or something. I'll get back to you in a bit.

EDIT: I'm back =) What are the rated timings the sticks are supposed to run at? If it's 9-24 then set it to that, how come it doesn't save?

Is your RAM 1.5v? Kingston is the only company still selling DDR3 1600 that needs 1.65v and your board requires 1.5v RAM.

Do you have the latest BIOS?
