Ram sticks seem to do nothing

On my laptop it has 3gb of ram (it says I have 2.93gb of total physical memory)and I just put in 4gb ram(it says I have 2.90gb of total physical memory), I have window vista 32bit and know that i should only be getting about 3.25gb with the 4gb but why is my ram going down when I install the new ram?

Just a general FYI, one of the reason's why you see less ram in a system is due to other devices using the limited memory address. So if you have modem in your laptop vs a laptop with out a modem if every thing else is the same the laptop with out the modem will allow vista to "see" more memory.

Well I understand that but what I do not understand is why do I have less ram even after I got more ram
