mobo drawing power from belkin powered usb hub

seems that the recently bought (04/22/2013) belkin 4-port powered usb hub (model # f5u404vBLK) is powering my mobo (a DFI LANParty UT X48-T3RS) -- even with the psu switched off and the psu power cable unplugged.

should this even be happening? what harm, if any, may come to my mobo? i had another belkin 4 port usb powered hub that i had used before buying this new one (using the same USB-A to USB mini-B cable) and this never happened with the old 4-port usb hub.

the new hub defective? any ideas because i'm stumped. thx

my apologies, i may have worded that incorrectly. what i meant to say is that my mobo is drawing power from the powered 4-port usb hub. as i stated above, with the psu switch switched to off and the psu power cable unplugged from the psu itself, my mobo is/was drawing power from something; and, that power source was the powered usb hub. thx.

I've had similar w/ Plugable brand 7port powered USB hub, power lights on computer stays on when USB hub connected, also prevented me from booting the system properly (system came up fine w/ USB unplugged, no POST when connected). I also have systems where power from one computer goes into monitor and then out to another computer through 2nd DVI connector, through video card, keeping LEDs lit on motherboard/etc.

It's not uncommon, probably wont hurt.. but personally, I'd stop using the hub self-powered.
