What CPU cooler should I get for i5-2500k LGA1155

I want to overclock my i5 to 4.5 Ghz.

I'm not sure what kind of cooling is the best. I know water cooling is very quiet, but I've heard a good air cooler can be quiet too.

$80 Budget - Phanteks PH-TC14PE, Thermalright Silver Arrow, Noctua DH-14
(7-10C better than $30 coolers)

$50 Budget - Mugen 3 or 4 or Hyper 612 PWM
(5-7C better than $30 cooler)

$30 Budget - Hyper 212 EVO

Any of the above will do 4.5 ... the $80 ones 5.8 - 5.0 and higher
