The primary use of this computer will be video editing. Would 1866mhz ram be better in this situation?

No you're wasting money buying faster RAM.
 
Just noticed you're looking to buy in August. Ask again July when new parts are out and see what the prices are then. Another flood in Taiwan could double the price of HD's again, Intel Haswell will be out by then, RAM may be 30% cheaper or 50% more. You have no idea how chip/ram/hd prices are going to be 4 months time.
