RAID card for Storrage Array

I've decided I'm done with using multiple external drives for storage and am going to build a proper storage array. I've got around 9 TB of my BluRay and DVD movies disks ripped and spread across 11 1TB external drives. Instead of running the 6 power bars needed to run them, I wan to build a proper storage array but have no idea on which RAID card to use.

This is what I'm putting in the build so far.
Intel Core i3-3220
NORCO RPC-4220 4U Rackmount Chassis. 20 Hot-Swappable SATA/SAS Drive Bays
GIGABYTE GA-Z68X-UD3H-B3
G.SKILL Ripjaws Series 8GB (2 x 4GB) DDR3
CORSAIR Enthusiast Series TX650 V2 650W PSU
Western Digital Red 2 TB HDD (A total of 10 of them to start, more to be added later) in RAID 5, maybe RAID 6

I want to have room for growth as I buy quite a few movies every month an rip them to my external drives and then stream them to my media centre. I would need a RAID card that can handle up to 20 drives, but am not sure which raid card to use. I don't need the latest and greatest that beats the rest in speed, nor do I want something that's going to cost $400 - $800. I've never used a hardware RAID card in the past so I'm new to who's who in the zoo of RAID manufacturers.

Any suggestions?
