8gb installed but only 4gb usable, cpu-z see's 8gb, Bios only see's 4gb too.

Looks like the resource monitor says its reserving 4 gb for hardware, (the gray portion)


This is a recent problem, they are all seated correctly and no post errors.

Bios does only recognize 4gb as well

Using X.M.P for these sticks due to 16000 mhz frequency.

Any ideas how to fix this.

It's very possible that you may have a bad motherboard. Since windows is in fact seeing all 8gb, ram does not look like the issue. How recently did this occur?

I say the motherboard may be bad, as I had an ASRock Fatal1ty 990 FX motherboard paired up with an AMD 8150FX, and 8gb of ram. Everything worked fine at first, then I started to have the problem that you are currently having....BIOS and WIndows would report 8gb installed, but only 4gb was useable, however problem was random..if I rebooted machine all 8gb would be useable..seemed to only occur on initial powerup.

I tried installing new ram, swapping processor with a different one, even tried a different videocard, all with the same results. In the end it wound up that the motherboard was bad, it was not initializing the 2nd stick of ram fast enough. I put in a different motherboard and my problem went away and has not come back since.

It is a very common ram problem.
Follow these steps
Reset the bios
Install ram in 2nd and 4th slot don't use xmp or manually change any ram setting
Boot the system up. If it boots with all 8gB usable then enable xmp.
If this fails perform an bios update and follow the same procedure
If this also fails then the problem must be due to a faulty ram card, motherboard or psu.
 
Any time two separate memory kits are used, make sure each kit is installed in the same color slots for dual channel. In other words, A2 B2 should have one kit, and A1 B1 should have another. Memory must be able to communicate properly, which is why they are sold as dual/quad channel kits.

To determine which modules were originally in the same kit, you can look at the serial number under the bar code of each RAM stick. If they are out of a single kit, the last few numbers should be sequential. e.g. 11, 12 or 33, 34 so forth.

If the modules are firmly installed, and you still have missing capacity problems, you may need to send them in for RMA exchange so you can use an 8GB kit that has been pre-matched, tested, and guaranteed to work in a single system.
