New Gaming PC Suddenly Having Audio Issues (choppy playback, occasional video issues too)

Alright, so my PC is only a few months old and in the last 2 weeks I've begun getting this choppy "bzzt" type sound pop up every minute or so when I watch videos in WMP. I've tried different software like VLC too and the same issue occurs. I also get this sound pop up when I'm gaming too, but rarely. This sound issue is occasionally coupled with choppy video playback. When this happens it is almost as if I'm on a decade old PC and trying to run more than on program while watching a video, that kinda feeling. It also seems like it gets progressively worse throughout the playback. I'll start watching an hour long episode and by the end the choppiness is really bad.

Here's what I've done so far:

1. CrapCleaner / Spybot / Malewarebytes /Defrag - All the goodies to see if my PC is clean and organised - It is. I do this weekly anyway.

2. Ensured that no other audio options were listed/enabled in the playback settings.

3. Updated drivers.

4. Uninstalled an audio codec that I installed back in January. I've only had issues in the last 2 weeks though.

5. Tore my hair out.

I cannot think of anything I've really changed in the last 2 weeks to cause this to happen. There is no way in hell my PC is overheating either, she's got massive fans and is water-cooled. She's nice and cold and barely makes a purring sound..

1TB Serial ATA III hard drive (7200 rpm)

Microsoft Windows 8 64-bit

Check task manager to see if anything is using all of your CPU time or eating away at your memory. I had a problem a while back and even after scanning my computer for everything I could think of no matter what I did when I would play media audio video it did not seem to matter my PC would continually eat at the ram until there was nothing left for the system to use so the longer I played something like a movie the worse it would get. I ended having to do a complete re install because no malware or virus scanner could find anything wrong and I had no codec's installed as I was using mpc-hc for my movie playback although I had tried other players to rule it out as the cause. I was also seeing high CPU time to.

CPU stands at 0-2%, memory at around 12-14%, nothing seems to be eating it. Thank you though :)

Does anyone know if a dual monitor set-up would be the cause of this? I added a second monitor to my set-up about a month ago.
