Color banding in all games?

Most if not all the games I have been playing have color banding and texture issues on loading screens, cinematics, and other parts of the game (mostly dark or high light areas).

It this common and suppose to happen? I noticed the brightness on my display is very high, and when I turned it down, the problem is less noticeable, but I have tried almost everything, and the issue hasn't completely gone away. I just started noticing it in BF3 as well, and I never noticed it before. I just upgraded my system, but it shows up on my other custom PC and a Lenovo home PC as well.

If I set brightness to 10 or lower, it is almost non-existent, but the game is very dark. If I set the brightness to 20 or higher it is very noticeable.

I was just changing some settings in my bios today and I saw that the background image's textures were choppy and look similar to the color banding issue. So, does this mean its a monitor issue since if its happening in the bios when no drivers are loaded, or could it be a bios issue. I have the most up to date bios for my motherboard Asrock Z77 Exteme4, I believe this was happening with the stock bios version as well.

Also, I tried turning the brightness on my monitor and in game all the way down, and you can still see the texture issue, even though the game is almost unplayable due to the darkness.

I don't understand why some people can see the issue, some cant, and some can barely see it. Is this a monitor related issue? Do the higher end monitors not have this or is mine just defective? I am using a ViewSonic VX2450-LED and I just bought an ASUS VS238H-P, but it had a scratch on it (so I am returning), and the issue also showed up on it.

Sounds like your monitor might be failing, increasing the brightness to overcome a failing monitor will cause horrible color loss due to the extreme brightness levels, and the failing monitor could also introduce additional color loss of its own. I encourage you to pick up att(ati tray tools) is has WONDERFUL color correction, for brightness contrast and gamma, so you can compensate for the washout caused by pushing the brightness or gamma so high. You can also bind it to a key combo to activate in game(or multiple different profiles to suit your needs).
 
You can't use a screenshot if the monitor is displaying banding issues because the graphics card is rendering the image correctly, but the monitor i displaying poorly. To show banding issues on a monitor you need to take a picture of the monitor displaying banding with a camera.

The monitor could have a bad panel.

Its not the monitor. I just tried testing this on two TV's, an ASUS 23" Monitor and a ViewSonic 22" monitor, and the issue shows up on all of them. I am running out of ideas on what is causing this.

I tried multiple driver versions and different cables, I have pretty much tried every troubleshooting step. This problem just won't go away, and I don't know how it is happening on two different machines, when I have never seen this before. I thought it would be a newer driver issue, but I tried using the oldest drivers that come with the DVDs with motherboard and video card.
